• Belong to 1 of 08 Subjects specified in Article 03

• Decision No. 16/2019/QD-UBND dated April 5, 2019 of Binh Dinh Provincial People's Committee.

Residence requirements

• Have permanent residence registration or collective population certificate in Binh Dinh province.

• Temporary residence for 1 year or more in Binh Dinh

• Housing problems

• No housing in Binh Dinh.

• Not yet purchased/rented/hired to purchase social housing in Binh Dinh.

• Not allowed to buy state-owned housing in Binh Dinh.

• Not yet received any form of social housing support policy in Binh Dinh.

• Having a house but it is dilapidated or the average area per person in the household is less than 10m2 of floor space/person.

Income requirements

• Not required to pay regular income tax according to the provisions of the law on personal income tax (Subjects specified in Clauses 3, 4 and 5, Article 3 of Decision No. 16/2019/QD-UBND dated April 5, 2019 of Binh Dinh People's Committee)

• Subjects specified in Clause 2, Article 3 of Decision No. 16/2019/QD-UBND dated April 5, 2019 of Binh Dinh Provincial People's Committee (Low-income people) self-declare their income conditions.

• The subjects specified in Clauses 1, 6, 7 and 8, Article 3 of Decision No. 16/2019/QD-UBND dated April 5, 2019 of Binh Dinh Provincial People's Committee are not required to meet income conditions.
